Share Your Map with the Commission

Review WAC Requirements +

You can submit your map as an Official Third Party Submission – as laid out in the updated Chapter 417-06 WAC. These submissions are held to a higher standard. The maps must meet the same requirements as map proposals from the voting commissioners. The requirements are as follows:

  • a. Encompass the entire state, or all area on one side of the cascade mountain crest.
  • b. Use the adjusted Census PL 94-171 data file
  • c. Districts shall have a population as nearly equal as is practicable, excluding nonresident military personnel, based on the population reported in the federal decennial census as adjusted by RCW 44.05.140.
  • d. To the extent consistent with subsection (1) of this section the commission plan should, insofar as practical, accomplish the following:
  1. i. District lines should be drawn so as to coincide with the boundaries of local political subdivisions and areas recognized as communities of interest. The number of counties and municipalities divided among more than one district should be as small as possible;
  2. ii. Districts should be composed of convenient, contiguous, and compact territory. Land areas may be deemed contiguous if they share a common land border or are connected by a ferry, highway, bridge, or tunnel. Areas separated by geographical boundaries or artificial barriers that prevent transportation within a district should not be deemed contiguous; and
  3. iii. Whenever practicable, a precinct shall be wholly within a single legislative district.
  4. iv. The commission's plan and any plan adopted by the supreme court under RCW 44.05.100(4) shall provide for forty-nine legislative districts.
  5. v. The house of representatives shall consist of ninety-eight members, two of whom shall be elected from and run at large within each legislative district. The senate shall consist of forty-nine members, one of whom shall be elected from each legislative district.
  6. vi. The commission shall exercise its powers to provide fair and effective representation and to encourage electoral competition. The commission's plan shall not be drawn purposely to favor or discriminate against any political party or group.

  1. Name your file with “Third-Party Submission, Your Last Name, Submission # (If the map is your first submission, insert 1; if second, insert 2...)
  2. Once submitted, return and complete this form.

Option 3: Upload an XML File

  1. You must convert your file into a .XLM – There are online conversion tools for all filetypes for this purpose.
  2. Once the file is converted, login to our online MyDistricting tool and create a new account.
  3. After creating your account select the Plan Manager tab on the left side of the screen.
  4. Once on the Plan Manager page, click on Import Plan XML on the top-right corner.
  5. Name your file with “Third-Party Submission, Your Last Name, Submission # (If the map is your first submission, insert 1; if second, insert 2...)
  1. Once submitted, return and complete this form.

Upload a Narrative Explanation of Your Map

As laid out in the updated Chapter 417-06 WAC, a narrative explanation is required for your submissions. The requirements are as follows:

(5) Individuals and groups submitting formal or partial third-party plans shall supplement their submissions with the following information…a narrative explanation of the plan's conformity with the constitutional and statutory requirements identified in WAC 417-06-120; and a description of the original source materials and data used for the submission…
